In response to the violence, the National Association of the Kidnapped, Detained and Disappeared of Peru (ANFASEP) was founded on September 2, 1983 by a group of displaced women of rural Ayacucho, mostly quichua-speakers and illiterate who had recently lost family members. ANFASEP works to attain justice in human rights in the community of Ayacucho, Peru following twenty years of violence that began in 1980, leaving approximately 68,000 dead.
ANFASEP’s mission evokes the revitalization of the indigenous community that suffered the consequences of constant terror and brutal internal warfare. Founded with the hope of recovering the disappeared, ANFASEP functions not only as a form of collective grieving and support, but also as a force of advocacy for victim’s rights.
As a grassroots organization, ANFASEP survives on income from its artisan shop with traditional crafts created by its members. Income is also generated by admission to the Museum of Memory in Ayacucho, which exhibits extensive documentation of the atrocities, displaying personal artifacts and testimonies from the victims.
All proceeds go directly to ANFASEP so that it may continue to function as a crucial voice for victims’ rights. Increased visibility and improved organization capacities will secure ANFASEP’s place as a fundamental mobilizer and a much-needed source of communal therapy for victims. The victims’ testimonies must be communicated so that the Peruvian government is held accountable for atrocities committed in this period of violence.
Objectives of the organization :
-Government recognition of the report published by the Truth and Reconciliation Commission, to officially establish documentation free of political interests that would excuse obligations to protect basic human rights.
-Allocation of monetary reparations from the government to reimburse victims for damaged and destroyed property during the years of violence.
-Establishment of ANFASEP as a sustainable base for collective grieving and revitalization of the indigenous community.
